“It’s always been my dream to play for PSV. Even as a young boy, I’d go to De Herdgang (PSV's training ground) wearing my PSV scarf to watch training sessions and have my photo taken with the players," Ouaissa said on the club website.
PSV have signed Ouaissa on a five-year contract and reportedly paid €9 million for the Moroccan-Dutch winger.
Prior to the summer of 2025, NEC's record sale stood at €5 million, dating from Magnus Mattsson's move to FC Copenhagen in 2023. Since then, five players have nearly doubled the old club record, with Ouaissa joining Kento Shiogai (€9.5M), Robin Roefs (€10.5M), Basar Onal (€12.5M), and Kodai Sano (€15M).
The 21-year-old joined NEC Nijmegen from Roda JC in 2024 and has impressed in De Goffert, scoring 13 goals in his two Eredivisie seasons with NEC. Ouaissa formed a formidable duo with Basar Onal, who joined Lille earlier this summer.

I love the style of play, I love the squad, I love the coaching staff – and I could go on and on. I’m incredibly driven to win as many trophies as possible here in Eindhoven," Ouaissa continued.
PSV are gunning for their fourth consecutive Eredivisie title with a rather new-look team. Ouaissa joins Filip Kostic, Lutsharel Geertruida, Sven Mijnans, and Kodai Sano as newcomers in Eindhoven, thus becoming the third Eredivisie player to join the champions.
“With Sami, we are once again adding a quality player to our squad,” Director of Football Earnest Stewart said.
“Over the past few years, he has demonstrated great creativity, a threat in front of goal and efficiency. We are also impressed by his mentality. We see him as a player with great potential and the right attitude to take the next steps in his development.”
Ouaissa hasn't had a big impact on NEC's season so far, with an injury suffered in the UEFA Champions League qualifier against Olympiacos ruling him out for several weeks. In 76 total games for NEC, Ouaissa scored 15 goals and provided 8 assists.
PSV are on 10 points after 4 Eredivisie games, trailing leaders AZ by 10 points. The reigning champions visit title rivals Ajax next on Saturday, September 5th.
